Is it usual to receive the following ? Does paypal always notify you when you they lift the 21 day hold ?

Yes its normal. Sometimes you get it , sometimes you don't. Most of the time you get it when its the first time they are removed.

Be warned, they can and will put them back on at some point, even just for a short while, in the early days of an account.
