I have opened a new stealth paypal account(uk) and want to add a bank account from old paypal account which has been linked to suspended ebay but hasn't been suspended itself.Can I do that?

That would be a really bad idea. You will create a link between both Paypal accounts and put them both at risk of limitation.

Open a new bank account and use that for your stealth Paypal account.

New bank account, never used on paypal before is the method.

You can use the same bank but your account number MUST be different.

No smyle33 - you identified one key problem: "linked". Besides that, you can't use the same bank account for a new paypal because you will get the "This bank account is already associated with another Paypal account" message
