Is there any way to transfer $ from paypal to any bank that don't request your SSN.. Like to refillable gift card or something.. Do all banks verify SSN?

Forget overseas bank draft unless it is to Nigeria O/S drafts need a lot of ID. Technically all money transfers are traceable.
I know 1 way to do it but I was wondering if there is other ways with no SSN ..
Anything as long as it don't get deposited under your SSN...what if you are not citizen and don't have SSN
