How to create account with High Selling Limits

How Do I raise my selling limit up to 10 or 25k during account creation? Do i have to call in and ask them to raise it?

I agree with slokor, those who know the methods also know that eBay tweak them every now and then. So if it becomes apparent that people are abusing it, eBay will simply patch it.
