So now when 180 days are passed, we can't simply add a new bank and get our money out? When did this change happen?

I can't give an exact date, but it was at least 5 months ago. Or shall I say they were at least beginning that policy more than 5 months ago, but not fully implemented that far back perhaps. Some people might have been able to add a bank more recently than 5 months ago, but at least some had a problem back then.

You know how they are about implementing things. Sketchy usually.

There should be a law that PayPal must pay interest on the funds they hold from poeople, at least at money market rates. Instead, they are probably drawing this interest and are stealing this money.
Does anyone know if there is some kind of disclosure PP gave us and we had to agree to when opening PP account?

In Real Estate there is one that customers/clients need to sign even when earnest money deposit checks stay with the firm only for days or weeks. In such a disclosure it is clearly stated who will earn the interest on funds before closing.

In USA, PayPal is licensed as a money transmitter on a state-by-state basis. PayPal is not classified as a bank in the United States, though the company is subject to some of the rules and regulations.

In Europe, PayPal is registered as a bank in Luxembourg under the legal name PayPal (Europe), a company regulated centrally by the Luxembourg bank authority.

According to the San Francisco Chronicle, there are approx. 100,000 complaints outstanding at PayPal (Are any of these yours?). In many instances disputes can run on for months leaving people frustrated and out of pocket as they are unable to access their accounts. So what happens to the millions of dollars tied up in frozen accounts and disputes? Well, here is a clip from the San Francisco Chronicle that basically sums it up:

U.S. District Judge Jeremy Fogel of San Jose refused to dismiss a lawsuit that seeks class-action status on behalf of thousands of PayPal customers nationwide. A common allegation is that the company brushes off or stalls customer grievances for months and meanwhile freezes the customer's account and pockets the interest (So that's how they make their money!). No wonder they freeze so many accounts!
