I guess you could easily do this if you have access to real looking spoofed IDs like high school kids often get.
I never felt the need. I have a lot of PO boxes in a few states. All opened with my car registration and drivers license. I sometimes forward one PO box to another to make returns easier. It is only a 6 month or so gig but works for some things. |

Could be due to conflicting state and federal laws. State is requiring a form be sent out but the forms are incomplete since accounts haven't passed the federal threshold?

They require the issuance of 1099-MISC forms. All that's done is another 1099-MISC is filed with the SSN/EIN once filled in. |

I'm guessing that's the case, seeing as how the form can't be officially filed with any agency without a tax ID. Our accountant confirmed to me this morning that your tax ID is used for filing purposes and not your name/address. |

I had a big state tax issue in MA. Long story short, they received my 1099K from 2011 from the IRS when I filed a new MA LLC in 2014. If I never filed a MA LLC, MA would have never even known.
If Paypal does not have a tax id and are not reporting to any agency, just creating the form like banks do, I dont see any issues to come up years down the road for any of us who never even know they may or may not have sent one of these. |

Debt collectors have matched people without SSN's before so you just never know. Either way, if the person isn't a con man and paying their taxes it wouldn't matter whether they kept a log or notice. |

For example, if the apartment is 7 stories ill have apt#909.
The mail will 1099K will likely arrive at the apartment address, the courier will not see the #909 mailslot and either leave it out in the mail area and management will eventually find it, question the false apt#909 and likely open the mail to find out who it is. They'll see my stealth information and sales and a name that does not live at the apartment - if they're zealous enough maybe they'll even contact Amazon. I can't say what will happen. |
