update phone number

My US paypal account limited and now it adds two more tasks:
update phone number and confirm location

I have already put a phone number on file. I don't know why paypal asks me to update phone number. It looks I must give it a new number. Does this mean Paypal has already called that number and it failed? The phone number is a forwarding service and should be ok.

I know that in confirm location section, paypal will call me. Do I have to add a new phone number first before I confirm my location with paypal?

The number I put on file is a landline number. It was used in ebay phone verification. I am quite sure that Paypal has not called this number. So I have reason to believe that this number should work.

My guess is that when paypal gives the task of Confirm locaiton, it always comes with "update phone number", so you can change your number if you want to do the confirmation job. Sometimes, if your account gets limited, you cannot change registration details. Correct me if I am wrong!!!

I read in some other posts and paypal can tell your number is from other area without calling you. After people click on "call me now", paypal will give the message like "number doesn't match your address and will do the mail confirmation". Anyone has any idea what paypal uses to tell the locaiton of the number? My number comes from the same city of the address, but not exactly the same zip code. Will this be a problem?
