Don't know what we should do so we can solve this problem

I am so sorry for the inconvenience. Currently, the transaction that you
are trying to make is being placed under our statistical model. Let me
explain to you what this model is. Since PayPal is a non-face to face
business, we do have this model to ensure that all transactions in the
PayPal system are legitimate. What this model does is that it records
all the transactions that happened in the PayPal system. Now, if it so
happens that this transaction that you are about to make is similar to a
transaction that failed in the past, more likely it will be placed under
this model. Credit card companies do have a model similar to this but
unfortunately, we do not have a way to override this as again, we are a
non-face to face business; therefore, we are not able to verify your
identity as you try to make the payment. You can try another funding
source or attempt to make the payment at a later time.
