confirm address vcc

hey guys,

In terms of confirming address/name via credit card..I've gone the simon visa prepaid route before so used the ⊗⊗⊗⊗ address on that one, but is it with the Amex cards that basically *any* address can be attached to it? So just buying a simple vcc without an address attached will somehow verify my ⊗⊗⊗⊗ paypal address?
