Russian PAYPAL requires a passport, snls or inn

Good afternoon, after a year of trading on ebay, they blocked me, my paypal and ebay accounts. I wanted to register new accounts, but when creating a new account, paypal requires passport details, SNS or INN number. How to proceed in this regard

this happens immediately after registration, I enter a phone number, after confirmation, I am asked to enter my last name, first name, passport number, inn or snils. can I use fictitious data?
