I dislike Entropay very much...I set up an account and was told 5 times it was ready to add money to the VCC and EVERY TIME I tried it flagged my account again...YES, I used all REAL info...I talked to customer support many times and every time I was assured it was fixed...Then I went and tried again and NOPE...I will use another service...

VCC's do not have monthly fees. Mine at least don't. Sounds like people are talking about different things on this thread though. You can't withdraw money or load additional money to a VCC or VBA.

The western union card is a prepaid visa that is similar to a bank. You will have to research how this card works with paypal, but probably not too well.
