pay pal will not accept entropay or ibux

I tried to register a pay pal account with Entropay and also with IBUX
credit cards. Niether were accepted.
Has this happened to any one else.
Please help.

How many $ you have in virtual entropay card?

my entropay cards always work, i usually put about €3.50 on them to cover the cut off amount.

Your need at least $2.00 in entropay card - $3.00 is more of suggedted number.
