They sure can - every account can change a max of 2-3 feedbacks left so you can get in touch with your buyer. Remember though that you can only do 2-3 requests per account (life vs yearly am not 100% sure about)

You can send the buyer a feedback revision request and they have 7 days to accept it and make the changes. You are allowed 5 feedback revision requests per year. That doesn't mean 5 actual changes but 5 requests. So make sure you choose them wisely. If you sell over 1000 items per year then the amount of requests go's up based on a percantage of total items sold.
Ebay want's to limit feedback revisions so you provide good quality customer service the first time around. But we all know there are problem buyers out there.

message them first to see if they're willing to revise, before you send the revision request. No point in sending the request if you know it will be denied

well, the only way a revision can be initiated is if it's sent from the seller... so that should answer the OP's question

So until we get a bit more from the OP, then silence might be preferred

To completely answer the OP's question...

NO, a buyer cannot change feedback unless you specifically send a feedback revision request to have it changed. So why would you send a request to change from positive? You wouldn't......

They can however, leave positive feedback, and still issue a paypal chargeback
