A question when create Steath Account

I got a question when create Stealth Account.
Because maybe i need create many accounts for use later, so can i use one IP when first time create account, and after sometime when i really back for use that accounts, can i use another IP?

Another question.
Can Paypal and Ebay track our Mac Address, Hdd Serial, Key windows?

yes you can use different ips on same account.

no paypal and ebay do not track mac, hdd serial, or windows key

I created new Stealth Account. but don't see step add Vcc for verify Ebay account???
