Anyone know how eBay verifies Address?

I had to call eBay and they checked my address with some public records and I want to know how they did it.

Reason was MC010 which is below

1. is this a legit account or a stealth account?

2. and what they said after they checked your address with public records and what did the public records confirmed for them?
