Ok I sold an item for 99.99 and I gave the customer a refund because of the VERY SLOW shipping time.
The problems is that I withdrew 80 and kept 19 in paypal but paypal is taking the full refund from my account. I have since shut down my bank account hoping paypal will only use funds from my paypal account..
Anyways... when the bank rejects the debt and debit will paypal limit me or just ask me to add new bank account?

Your paypal will go into negative and they will want you to reimburse them and it will either be limited immediately or later if there not reimbursed quickly.

Paypal will limit you if you don't add the funds to your account soon enough, i'm not sure how much time they'll give you though.
One good thing I can say about CHASE is that if you don't remove your bank account in time from pp, CHASE will put a stop payment blocking paypal from taking money from your account.
