Abt bank account !!!

i wanna know how to have a bank account US while i'm outside US...
My friend has a bank card US which can be used to withdraw in my country =)
he told that he's received from his friend in US.
i dont have any acquaintance in US...=(
what should i do? [Dont ask me where i come from =) ]
p/s: Can an ebay account US link to a paypal account in other country ?
Will it be suppended quickly ?
