IP for ebay and pp

i wanna know that if i can use sock or proxy for logging in ebay or pp.
that use old cookies and new IP can be caused forward to suppend acc.
it's two months when i bought eBay Stealth but i still make an account for selling ..
someone helps meh plz :(
