eBay has a terrible problem telling f a k e people from real people. If you use an actual person's name and address, that will usually provide eBay enough information to search extensive public records data, where they will ask those kinds of questions in an attempt to verify you are the person you say you are.
Answer "none of the above" to one or two of them, and guess on the others, and you should be fine.
They can't verify the integrity of the data, so it usually just stops people who think they can't continue unless they know the answers to the questions.
Also, if your account is stealth with a f a k e name and address, say an empty lot out in the country, they won't be able to pull public records, and your account can be suspended because eBay won't be able to verify that such a person exists.
