Default item delivered recently, 21 days passed already, safe to withdraw?

my item delivered just recently, but 21 days have already passed (damn postal service was very slow, but i stated that on the listing so buyer knew it will be slow...)

is it safe to withdraw the money or should i wait some days or until i received positive?

if I withdraw i'll have some pending balance left, like even more than the withdrawal amount...
and have some transactions which arrived, got positive and still on hold

amount around $100

I made the mistake and withdrew on my first stealth and they clipped it before the money even got to the bank and the reversed it, id wait

not the first... in fact, in paypal i already withdrawn like $10k (not at one go)

EU ID and address proof already uploaded.

while selling on ebay this is the 2nd withdrawal of the money from ebay sales.

and withdrawn around $2,5k from non-ebay mass payments since selling

So, I don't understand. It seems to me that the instinctual thing that ordinary non-stealth people might do when they first get money into Paypal is want to withdraw it into their bank accounts... so why would withdrawing money have a possibility to raise red flags with Paypal?

No, I am dead serious. It seems like a pretty legitimate question, am I missing something?

Let's say you are a new seller. You sell an item and money goes into the Paypal account. You recently linked your bank information to the Paypal account, so you want to withdraw money to the bank account so you can use it. Wouldn't this be ordinary behavior that a non-stealth seller might do? So if the stealth account was set up properly, why not just withdraw the money?

If it's a stupid question then please explain it to me why it is such a stupid question.

It's not a stupid q - what i'm implying is that it's never so simple. To you it might look like ok activity (and in truth, it is) but what pp fears (and rightfully so) is the idea of cash and dash - folx who sell, cash out, buyer complains of crap and the money is not recoverable.

Okay, that makes sense. I thought about it after I made my post and I remembered how sometimes just listing items right away under a brand new seller account can get a user banned sometimes. This also seems like it could be perfectly normal behavior that a new seller might engage in, which made me remember how irrational eBay and Paypal can be sometimes.

I can see how immediately withdrawing money on a new account could raise flags, especially if it's a large sum of money. So, it is better for stealth accounts to wait a certain period of time before withdrawing even a small sum of money (~$100)? What is the ideal amount of time to wait before beginning to withdraw money to a bank?

yea many successful withdrawals, but like none from ebay purchases, that's why i asked.

i've recently messed up 2 accounts, so i want to be 100% sure on the remaining ones before I establish new ones
