Frame make the listings outstanding

Can you guys look at this listing?

I like the green frame, it makes the listing outstanding from buyers' eyes.
Is it from Auctiva or some options in Ebay?

They've probably done it themselves using Photoshop of paint or something, it's not hard to do.

I think it looks a bit tacky to be honest or perhaps I'm just a snob?
