Default paypal holds on off ebay transactions now

First time i ever was hit with this issue but i used a new Pp last night for payments here and they now putting holds on the payments that sucks so now its not only ebay payments its any payment u get paid via Pp.

heres what the email says guess they decied to do the holds on everything besides just ebays :(

Starting 1/31/2012, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
We can confirm that the item was delivered and 3 days elapse. This gives the buyer enough time to review the order and file a dispute if necessary.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

Based on this, I am thinking your ratio of credit card payments by customers was HIGH and prob triggered the hold. PP is trying to cover its own a$$.

yeah it was werid it was a new account ssn verfied at that and it was the first payment made. it was from some one whos bought from me many times in the past w/o any problems. Im thinking cause it was a new Pp account. I got some old aged ones i made almost 2 years ago im going try it and see what happens.

At least you should be grateful that they didn't limit your paypal for "relatively higher than average risk of future transaction issues" like what they did before.

I just received a $2000 payment on a new ebay/paypal account with no hold's and an $1800 on an off ebay paypal with no holds, this was yesterday and $1,000 of it is already on it's way to my bank.

yeah i think it was just that paypal cause i got another payment and it didnt have a hold then i went to do a w/d and limited instanly. Then i used a old pp of mine and got a payment not problem.

Yeah having a nice big supply of aged paypals can be pretty nice..

Another reason I never bother calling when I get suspended on new accounts since the paypals still good I just save it for later use..

yeah i need to start makeing some more and letting them age while i use the old ones up. A paypal usely last me about 6mos before they limit me the last one last about 3mos seem like and they got it and the reason why they got it cause a dude paid me and he got limited and they put the payment under review then decied to check my account out and didnt like seeing i was making money and they didnt know what it was for so they limited it. cause it was 10mins after the buyers payment got held that i got the notice of limited account. All the dipsutes i ever had was from when pp open them for people getting limited.

My main paypal is over a year old and still going strong, had payments from 100's of ebay accounts go through that 1 paypal lol..

Are you saying that paypal is not linked to a suspended account or am I hearing it wrong?

I have two paypal accounts both verified that are aged were used with suspended accounts are you suggesting that I leave them and use them again.

Yes, this works. I have one account still going strong even after EB indefinite suspension. Still receiving large transactions too.

A paypal account attached to a suspended ebay account should never go near ebay again.

It ca be used for off ebay transactions.

The irony for me is that two of my paypals like that flourish as I use them off ebay. ( Silly paypal )

Everyone should look into Dwolla for off Ebay stuff. Super cheap. I don't know if I'd sell high dollar stuff there now because I haven't experienced a case / claim yet, but I've been selling off Ebay there for 2 months and it's cheap and user friendly.
