Question Buying on ebay buyer account?

So I have made a buyer account and when I tried buying something for 0.99 it gave me this. What digs? I used the address a long time ago, but is ebay putting restrictions on same addresses now?

buying limits? never heard of it. are you buying the same things over and over again from the same sellers?

Simple answer, yes. (especially if it has 'bad' history and there are possibly other 'strong' linking factors on the account)

If they feel that any account may pose a threat then they will limit it
