You would provide the name that is REGISTERED to the pp account

and they can't really confirm it? if I understood what you said correctly is I use my credit card or bank acc and to write my sisters name as the owner and they wont know right?

They would NOT know unless your sis has used that before. PP cant see the names of these cards from the credit card company or bank account without some LEGAL document (subpoena, affidavit, etc). Chances of that are very low and especially since new account with no fraudulent history...why would they bother?

Use the card and bank account but enter the name as the name of the stealth account.

Paypal can't see the name on a bank account when you withdraw money from Paypal to the bank account. If you fund your Paypal account by sending money from the bank account to your Paypal account, they CAN see the name on the bank account..

is it ok to log to my gmail acc which has my limited name and to the stealth gmail acc on the same user? can eb and pp track that?

I was just surfing at eb and was looking at differrent things and it told me something about verification:
"Identity Assurance - Place Your Credit Card on File.

Registration with eBay is free, but we need to verify your identity with a credit or debit card. This helps keep eBay a safe place to buy and sell."

it asks for my credit card and card holders name, is it safe to put my card as I did in pp and to write that my sister is the card holder name although thats not true?

When you add a credit card, you need to use whatever info you registered with the stealth account. The addresses are going to have to match too or the card will decline.

cause paypal didn't ask for the card holders name like here...

PayPal and ebay CANNOT see the name on the credit card. They only verify AVS info which is house number and zip code.
