ip address confusion

hello
As per stealth guide i need to change the ip..so do i need to change this ip in browser ? sorry i m not technically sound so got confuse.also if its not to change in browser than can any one please teach me exactly how to do it.I am using windows 7 -tpg adsl + australia

You will need a new IP.

TPG supples a static IP, that is one that does not change.

Once you get a dynamic IP provider, you change the IP by turning the MODEM off, waiting a bit and back on.

now can i ask tpg to provide dynamic IP?

or I have iphone 4 connection provider is 3 anything possible with this? because I have contract with TPG n I can not cancel connection with them.

Can I reuse 1-year old or older IP accounts for new ebay and paypal accounts?
