You CAN Cancel an auction after it closes,,,the BEST Way to do it is where the Buyer also agrees to cancel,,,but you can cancel for "Other" Reasons

the winner has paid for it immediately after the auction is end ,if I can the auction and refund the buyer,can the buyer leave me negative feedback?thanks.

Yes the buyer can still leave you feedback, even on canceled transactions.

Sounds dicey - yes, you can refund and cancel - YES buyer can choose NOT to cancel and you will still be stuck with fees - YES buyer can leave negative feedback.

Listen Man,,If you are Looking for a way to cancel the Transaction/Sale and put yourself in a Position where the Buyer Cannot leave you Negative feedback,,,,FORGET IT,,,,,,it CANNOT be done,,,,,Next Case,,,

Not much you can do to stop a determined zero feedback bidder.
OP, Sellers hate zero feedback bidders mostly because they end up being deadbeats. If the item is not too pricey, they are confirmed & already paid what's the issue?

I sell to zero feedback buyers all the time. One of the main reason I put google attributes in all listings. To catch new buyers. If your listing has all the required details then it should not be a problem.
This sounds to me like you don't like sale price.
