Default Time for a new Stealth account

I have been using a friends ebay and pp now for a while but think I should have a backup so starting off this weekend to set up again. I have had 1 stealth closed and not bothered since. The Mrs did set up using a relatives address but got closed after about a week, not sure why, I need to read stealth latest version as PP may have changed their ways.
Do PP check the voting register now?
I also have a website that I sell through but would like to add paypal, is it worth opening a paypal account, using it on that site for awhile before opening a new stealth ebay?

Not the best option really

e/b and p/p are aware of all the mailbox providers so care is required when selecting them, especially if you are not registered as a business with e/b

I want to open an ebay account anyway so might just do that, I used a mailbox before for my first stealth account, just had to send in some ID.

Technically you can use any address you want even if not on the electoral role, but you will be asked to prove who you are with ID, which you need prepared, as delays in sending it in will cause problems.

Most of the time I open the ebay account first, as if the address is flagged they will instantly ask for ID, which is your indicator to drop the account, as it often means it is an address that their is something linking the account.

Will they always ask for id to lift the limit?
My wifes account was only a couple of weeks old with a couple of sales, no where near the limit. I thought they had introduced id checks soon after signup

To tell me that I am pedantic is just arrogant and conceited. Your reply was so brief as to be incorrect... had you expanded on the instances where the records would be checked then that would have been fine, but you didn't.

A member without prior knowledge of this subject reading your reply would think that they always check the records when the truth is that they don't; only when attempting to raise the £1900 limit do they so. They would have been mislead into thinking that their account is checked against it upon even just registering... which is what the OP appears to have thought thought might be the case due to his experience and those of others that he knows.

In fact your reply almost looks deliberately misleading to me.

Reply was germaine to the question raised by the OP.

At that point of the thread further explanation was going to be misleading.

From where I am sitting, cold coffee in my mug, you now appear to be stating that paypal only use the electoral roll in conjunction with raising the £1900 limits.

What do paypal 'do' when they ask a seller to supply ID when applying soft limits? What is their source of confirming ID at that point?

I am basing the above on a new selling account that gets asked to supply ID, invoices well before there is any question of needing to resolve money laundering regulations.

Do you say paypal makes no such use of any of its services to confirm ID?

Yes, that is what I was saying, but are you saying that you have known something different to happen... that they use the electoral roll to check your identity once limited? I have never heard of that or had that be a problem. If the ID is good enough then they let the account just go along, do they not? And that is why it has never been a problem to provide documents and get released?

As GB has so kindly pointed out already both e/b and p/p can and do use any and all means at their disposal, including the electoral register to carry out "soft" checks on accounts during a manual review or risk assessment and not just when raising limits.

This is a fundamental part of their risk assessment strategy.

The newly registered accounts were limited after a short period,the address was genuine but the name was not on the electoral role, I had followed stealth to set it up so was surprised at the id request before even £50 was sold. I can understand the checks nearing limit, just stumped at why it was flagged

Was the computer used clean for stealth purposes?

Do you recall what the notice(s) were?

I am aware of new accounts being flagged even when everything looks OK to the user.
