eBay Asking for ID Confirm, MC013
 
So eBay is giving me these MC013 messages when I create new accounts; I've been creating accounts for a while. Actually created over 200 accounts over the last year and never experienced anything like this.

Starting on December 26th, they started giving me a MC013 saying that Action is needed on my accounts, and when I call in they want me to fax in 2 forms of identification. I tried faxing for one of the accounts just to see what would happen - 4 days passed, and nothing has happened.

I also got my worker to go ahead and give them a call, and the poor agent on the other side said that he got the job to go through ID's on the 26th. Checking both Canadian and US accounts, I can confirm that this issue is affecting both. It isn't just a US or Canadian thing.

I've thought of a couple things that might cause association.
The strongest possibility being IP, but I've double checked that the IP changes every time. It's another possibility that they've suspended the entire IP block.

I don't think it's a phone number issue, because the canadian and american phone numbers go off of two different providers.

I don't think it's a file linking issue because every time an account is created it's done under a new user name and a new IP.

I don't think it's under the personal details used to create the accounts because if that was the case then some of the accounts would go down, not all of them.

So right now I'm hoping for some help. I really hope these instances are fairly isolated to just me. Is anybody getting any of the same issues as I am?

Is the account simply going live or is something being listed too?

Is there a paypal attached?

Most MC013 I have seen have had another notice too.

Anything change in the making of this batch not mentioned?

Nothing is being posted before that notice appears. I only created a wave of accounts like a week before the 26th, and the notices on all accounts appeared exactly on the 26th.

There is a verified PayPal attached. There was a slight change in the creation of this batch in that the Canadians we were lifting to high limits, and I thought it was this issue too, until I noticed that the US accounts that we were creating (and not lifting to high limits) were also getting limited.

Another possibility is that they began to more aggressively call the phone numbers on the accounts, and when they didn't receive an immediate response they limited them.

ebay has been weird about phones being active AND answered.

Bit over the top for a new account , don't you think

Yeah, it's definitely overkill to just suspend an account if it doesn't answer the phone immediately. I don't understand why they would want every new seller to fax in ID information, it just seems like a huge logistical nightmare. I hope it's something unique that I did on my end instead of something that's widespread throughout eBay.
