Could you tell me please,how to get more than 2500 eur of receiving limit per year on paypal if i have stealth account and im from Europe,is it possible?

First question: have you verified your pp (bank account) and confirmed it (with credit card) to up the limits?

His country does not allow one to use local banks to verify... this can only be done with a card. And this removes all limits other than the daily withdrawal limit and receiving limit.

To remove the receiving limit, you are going to need to provide proof of identity and proof of address.
