Which VVC is best for Outside usa

please i am on my way to open second Ebay account and pp under my wife name i got the dongle for the ip and new adress but what the best VCC will work fine out side USA as i am in qatar to verify PP and Ebay.

yes i will sell with this account i mainly make it because my account is restricted so i decide to let it cool down.

so my wife account will be as another full legal one but totally separated from mine.

For the wife account sorry for miss understanding but I use totaly new info such as .
The account name will be under my wife name with her ID and her phone no and new ip as I bought new internet dongle from another ISP in qatar but still waiting the credit card verification step.

The restrictions on my account 7days for Selling ⊗⊗⊗⊗ Vero but was clearly mentioned that is ⊗⊗⊗⊗ and made by 3rd party company.
