But they do request proof that you live on that address if you want the limits to be removed. Proof as in: your name on a letter send to the address you registered with.

You can open a US bank account as a foreigner. The tricky part is doing it without travelling to the US. I still can't find a US bank that will let you open an account online.

Don't use your neighbors address - 1) too close to home and 2) returns will go there? and 3) what if he is on eB already? Nah...you can do better
