Does Listing Service = mc999 risk?

On a >120 day old stealth I had 3 previous listings directly on eb with no problems. 2 were expensive items that were successful sold.

I recently tried to list a low risk non branded item via inkfrog and got hit with mc999.

Is there increased risk listing off ebay on newer accounts?

Daily we are getting more reports of MC999 for accounts regardless of age.
