i got limited on my paypal and 3 ebays which was linked to my paypal

i was wondering i need new bank acc , ebay , paypal?

change ip of my router and not log in to old accounts again?

make new user account on my pc?

i will only have 1 ebay account not multiple is the above all correct ?

Yes correct EVERYTHING new and do not link more than one eBay to a PayPal account because if one closes then they all do.

Virgin has a Static IP so it won't change unless they updating something.
