I bought a new account and I have a question about the ip address. The seller mentioned to use a specific ip address. My question is can I use my mobile hotspot or will it cause a red flag?

Best to ask your seller if you will cause red flags doing this. Usually it would not when cookies are in place.

If they have said to use a specific IP address there may be a reason for it

Leave the account for few days don't log in right away. Browse some cookies before logging in. Should be fine

Like James said, it's always best to ask the seller. There may be a specific reason as to why you need a certain IP. Goodluck !
