Very interesting, I have yet to have this problem with any of my personal accounts. I use vmware for all my accounts as well as a VPN with a static ip, so my cookies are always constant and my ip never changes. Might be a factor, but also the cause seems very random for some people.

:ahhhhhh:I had a drive crash on me recently that had all of my cookies and history on it...

So I've been rebuilding history for both ebay and paypal on my accounts... for most, have had no trouble with withdrawals. I use firefox portable and phone or dongle for ip's.

A couple of days ago, added a bank account to a paypal (for which I now have a fair amount of history re-established and good cookies) that needed it and came back the next day to verify. Had no problems adding the bank account or verifying it. But when I tried to withdraw (during the same session), got the 'device not recognized' bit (way to be consistent there pp!).

Just out of curiosity, and feeling a little daring, I logged into a different account, for which I had not yet rebuilt any cookies or history and tried to withdraw. No problems!!

To close the story, went back to the unrecognized account today to withdraw and had no problems.

No emails, calls... just patience.

FWIW I had this happen to me 8x yesterday when using GMAC bank, and the one time I used BOA it went through fine.

Interesting, happened to me on USAA. Went through on BOA for me also.

I am very sure that you will get this 100% of the time when adding a GMAC bank account. It is PPs way of trying to weed out stealthers that use Ally (AKA GMAC bank).
