slocker, it has been determined by almost every single experienced member on this forum including YOURSELF that with anything but dialup(worthless to 99.9999999% of us) that you don't know if the IP address has been used before and almost certainly has been used before seeing as we have to log them and sometimes and/or oftentimes get duplicates.
These are facts not opinions.

My opinion on the matter is that VPNs are too risky. Like some folks asked - how do you know you got a reputable VPN service? And how can you be certain that youre not being fed a recycled IP address - like one of the thousands of addresses '123' himself used? The bottom line is theres no way to be certain cause they wont offer you that information before selling you the IP address.
To me that implies added risk as a result of the possibility of getting an IP address that was already used.
Not to mention the fact that certain admins on this very forum have stated theyre able to 'see' when someone is using a VPN. If they can then ebay and paypal certainly can.
I prefer reduced risk so I go with other methods.
Tethering, Mi Fi, Modem resetting - are all viable options that will cost less than a VPN service and are les risky - again - in MY opinion.
If you don't mind the added risk then a VPN is an option.
That's MY opinion on it and I don't care to hear what people's 'opinion' of my 'opinion' is. You can disagree with MY opinion and voice your own but be respectful of mine as well please.

Actually I do have a way of 'ensuring' that the VPN IP address is indeed FRESH before I use it, so I'm not adding any risk. If your curious how, can send me a pm and I'll explain.

But yeah to sum it up, if a guy who graduates from Harvard decides he wants to jump into a volcano to see how hot it is. When he dies, are you going to say oh look Harvard is horrible, this guy was a dummy? Obviously not, because Harvard is not at fault, and you can't blame someone's bad decision on them. That's the same way you should think about a VPN, VPN's work AMAZING for ebay/paypal, dont blame people getting limited on ebay while using VPNs, its not the VPN's fault that people choose to use bad VPN providers and dont do their research. Its that simple.

I don't agree with the above statements and it is MY RIGHT not to agree it.
If anyone asks me I would recommend AGAINST using VPNs - and again THATS MY RIGHT. I am entitled to my own opinions and bashing on me because of those opinions is childish and immature.
The other options I listed are far less risky as I stated before for the simple reason that when you buy a VPN it is specifically for the purpose of using it on Ebay/Paypal so the likelihood of running into a recycled IP address is higher than when using the other methods.
123 - you state you have a foolproof method of knowing with 100% certainty if an IP address was used before. Id LOVE to know how you pull that off. Make a believer out of me.

So we both have 'facts' - or more likely - opinions.
And Im done with this. I have no intention of getting sucked into this childish argument with you again. You know very well what bashing I am referring to.
