Paypal new user agreement - issues
 
I've noticed alot of uk users today posting their paypal accounts have been limited.

Some have said its to do with the new paypal user agreement.

Anybody know exactly what is happening?

One member reported they are doing id checks properly now. whats the source of this info? Is it backdated?

Any thoughts

Don't think anyone has a clue yet, if it's backdated a ****load of people are going to be affected, either that or it's a massive cockup with a new software update, but even if it is i doubt anyone will get their accounts back anyway

These rules with regards to paypal docs only go into effect next year..

They will NOT go back through all accounts now when these checks come into place, they just wouldn't have the time nor man power.

If that is the case. Stealth is going to very hard.
While back use to make good money on Amazon. The new I'D process is in and has made harder.

Day by day eBay just want to get rid off of all small sellers.

But the rule is. Use eBay like they use us!!
Don't give up....fight all the way...

paypal state that.

Be careful of thinking it is not going thro' a Beta testing phase at this point.

Avoid assumptions as there is a lot more evidence needed.

As for not having enough manpower - isn't that the whole point of sourcing this out and letting a professional company handle the ID verification?
THOSE guys have enough manpower and are specialized in doing this.
So I wouldn't say for certain that they will go back over all past accounts - but you never know.

For those that are concerned, you only need to read that section to understand what's coming.

Purpose: To verify identity; automatic data extraction from images of documents, and document validation / forgery detection. Research and testing as to appropriateness of new products and services.

Company: Zoot Enterprises, Inc. (USA), Zoot Deutschland GmbH (Germany), Zoot Enterprises Limited (UK)
Purpose: To process technical applications and to provide a data and document gateway for account review and vetting purposes, and to exchange user information and images of documents proving identity, address and ownership of funding instrument with contracted fraud and credit reference agencies. To also aggregate data from internal and external data sources and provide statistical analysis in order to assess the risk of fraud.

The first one is being used to auto-verify documents. The second one uses documents submitted and cross-references with credit bureau data. For example, if you add say a Halifax bank account to your Paypal. They will cross-reference this with a credit agency where some sort of entry for Halifax should appear for the named person. Same with utility bills etc etc.

It is also very unwise to assume that testing of this software has not already taken place and everything will be fine until 29th Dec.

There is No such thing as this BETA testing when it comes to this.

They are merely hiring/outsoucing a company.

Beta testing applies to newly made software, which this is not.

Are there upcoming changes scheduled for US paypal accounts? I need to make a new stealth pp, but i am wondering if my odds for success are better now (late november) or after the holiday season is over?

This new system just bull****ted me left, right and centre. In July, Paypal allowed me to make a new account because of age and now I apparently did something that violated the user agreement.

Two of my UK Paypal accounts have gone down as well as a US Paypal account in the past week.
