The answer, as always, is "it depends."
If you sell $10 worth of goods every week for 6 weeks, then sell $5,000 in a week and want to withdraw that money immediately after, you're gonna have a bad time.
If your selling behavior is erratic or seasonal and you withdraw a large amount of your funds before waiting 30-45 days to ensure buyer satisfaction, you're gonna have a bad time.
In general, PP likes to keep money in it's coffer to cover their butts for any outside credit-card chargebacks or disputes. They're worried you sell $5,000 worth of stuff in one week, withdraw it the next week, and the following week they're hit with $2,500 in claims because you sent people a PICTURE of an xbox instead of sending them the actual xbox. Catch my drift?
Treat PP like a large dog you don't know. Make sure they're appeased and happy before pissing them off. It's better for everyone.
That said, if you have $3,000 in the account and I'm assuming you didn't do those sales over Turkey Day weekend, you should be good to withdraw about $1,200 now and the rest in January of next year, assuming you have ZERO previous behavior that involves chargebacks or disputes.
