Same address but differnt every thing else PP account

I am asking about if 2 family members - Father and son - who both need to open PP account and they share same address, but of course have different names/phone numbers/ and will use different IP to be more safe.
they are real persons not any ⊗⊗⊗⊗ info is used, and they will not share same PC ever so no fear of cookies thing..
is this safe to go for?
They will not use ebay BTW, only PP..

it is not for me to use, it is for my father who needs a PP account..
Stealth is not option for him, he want a legit account in his name and info, he will use this account only to send payments to some people, he will not use it on Ebay..

I read on the stealth guide that the IP only can't link the account, they need more data to be sure of link..
is this the same rule for address, I mean I will write the street no., no flat no. or any details so I guess it will be Ok..
