If you plan to use the Ebay\PayPal App it won't matter what you do to the phone. Once you use the apps it logs more information you can think of. Why can't you use a browser?

No. A factory reset probably won't so very much, especially if you have the same SIM card. But even with a different SIM, I wouldn't risk an account that way.
TracFones are $5, on sale. I would get a fresh one.

What I mean is browser info/cache, not ips.
I only use the phone to check emails/respond.
I dont use the eBay app and not worried about ips, just worried about cookies, cached data, etc. Not sure if a factory reset would clear all that.

when you factory reset your phone, you also change the mac address on the phone.
when i factory resetted my phone multiple times in the past with amazon they would pull up a prompt box when i logged in saying we don't recognize such and such device do you mind if we can log it?

Also, UDID, IMEI and MAC cannot be changed unless spoofed using a jailbroken/rooted phone.
You logging in and seeing that prompt is because cookies were removed.

question, can they get SIM card serial number (UUID) or place cookies on the Sim Card?
or the using same SIM card can link accounts ( Ebay or PayPal )
I am not talking about using Apps, I am talking about Sim card as stand alone factor, either using the sim from phone or USB dongle

eBay/Paypal apps tracks you using UID, and you can't easily change that.

eBay/Paypal apps tracks you using UID, and you can't easily change that. | ICCID has nothing to do with the phone, its for the sim card.
Phone has a MAC and IMEI
SIM has ICCID number.
again NO apps used
****ICCID = Integrated Circuit Card ID. This is the identifier of the actual SIM card itself - i.e. an identifier for the SIM chip. It is possible to change the information contained on a SIM (including the IMSI), but the identify of the SIM itself remains the same.

A lot of apps do use the UID to track device usages.
