Default Xoom experiment

Aside from the Paypal VCC and bank withdrawal, I'm going to experiment with another alternative to getting funds out of Paypal: Xoom to Xoom transfer.

Now, this is obviously not the best or easiest way to get funds out, but for the sake of experimentation I'm going to try this.

Unfortunately, Xoom doesn't permit same-country transfers. This means the Paypal account, assuming the Xoom recipient is in the USA, will have to be out of the country. This entails creating a UK Paypal account.

Okay, I have a few results:

1.) You cannot do a same-country transfer via Xoom. This means you can't create two Xoom accounts in the USA (under a US IP) and send to yourself.

2.) If you dial up in Canada and create a Xoom account, then dial up in US and create a Xoom account, you CAN send the money to yourself via Xoom. However:
-Xoom will check the Paypal and if your sending paypal account is in a different country than the Xoom account, then the transfer will fail and your Xoom account could be locked
-Your Paypal must be fully verified for your country (for US, that means bank and CC).

Aren't you really saying you need to have a Xoom account and paypal account in
each country? Yes/No? Which makes matters complicated,tbf.
