Not necessarily the big solution by the way. OP is selling NEW ELECTRONICS that are mad popular (ipad, iphone, etc) on new accounts - these are tripping Paypal flags.

Password is not a linking factor as BiN4ry indicated.

Old accounts that have been doing probably survived because OP had luck. Sometimes that luck runs out. These kind of sales are too much risk on a new account

I have exactly the same problem as you. Only 2 my new accounts was not linked after 24 June. All other get linked exactly as you described. Did you find any solution?

They do link by passwords and this is a fact!

I tried to use a different password, but still get the same limitation.

I also tried to provide all the documents. After checking I was informed that they refuse me to use paypal due security reason. (All documents I provided were from real people)

Its not the accounts, but what your selling on the accounts and how fast.

Yep, not sure why it needs a 3 page thread to realise you can't sell iphones and ipads on a brand new account that has no transaction history.

Selling the latest iphone for $495?

Most people on here know something doesn't sound quite right with that. Funnily enough Paypal agrees with us - hence the limitations.

OP, you really need to start off selling low value, low risk items before you attempt to scam people with high end electronics at knock down (or off) prices.

it need 3 pages brcause maybe because you do not know tge issue!?
that problem doesnt apply on phones or certain amount of mobey, this issue apply on pp accounts froum cointries that can withdrae to a card, plus there is anther thread OP for israil selling normal items and he got the same problem.

This thread doesn't deserve a single page, the issue is more than VERY OBVIOUS.
This has nothing to do with accounts from countries that accept Card withdrawals, the OP needs to do his/her homework first then may think of start selling on eBay.

I don't know the answer but the post you are contradicting is convincing because there is a more than plausible explanation implying a level of subject that 'and this is a fact' does not.
