Suspended

I got suspended for non seller performance, but I have an old account for back up. The only thing I have road runner and I can't seem to change the ip address even though I called road runner and they told I have a dynamic ip address. I've tried in the past and use both accounts back and forth, but cleared the cookies before going to the next one. U thing it safe to just clear cookies without changing the ip address without getting linked ?

ip is one of the main things needed to create a new account, i would hold off until that problem gets fixed
