I did have a similar issue with a few accounts i was creating and i am thinking was the vcc provider. they got limited the very next morning after creating the account. i went back to using vanilla visa and having no such issue any longer.

Same issue, been creating new stealths for the past year without problems even May, June were ok and suddenly on my last 2 created this month limited after first few sales.
Using Entropay so could be that ?
Gonna try again with entropay disabling flash cookies as suggested and will report back.
If fails will also try changing entropay.

If youre using a dedicated device and proper and Dedicated IP solution (which is really how you should be doing things) disabling flash cookies is not necessary - actually you should leave them on.
Entropay is more than likely the problem here. Very easy for them to track such accounts.

Whats the best Entropay alternative then? For UK guys in particular? Seems to be cropping up a lot on here lately to stay away from it.

Your best bet is getting a prepaid card from the local supermarket. They work like a charm and long expiry dates.

I was using a 4G Hotspot as it is cheapest option for me to switch between my stealths. Would that make a difference ?

Just bought a gift card one4all, when I try to add it I see the message: The bank that issued your card didn't approve this transaction. Please contact the card issuer's customer service department if you have any questions. Or you can add a different card now to continue.

That card is for spending only in participating stores. It's not considered a debit card like the visa or MasterCard sold in supermarkets are so unfortunately you can't use it.

You need to register the one4all card here:-

You'll then be issued with a Mastercard that can be used on Paypal.

I have just experienced this limitation for the first time on my latest account.

PP account was created in March. This is the only one I have created this year. I have many now!

First item listed - instant limitation requesting info etc. It was an electronic item so yes risky.

No email though. Maybe a glitch? Very poor customer service though PP!

Yes Entropay was attached to this. Probably the culprit.

Can't see it has anything to do with Flash Cookies. Just a security update by PP no doubt.

I will probably refund the customer.

I have disabled Flash Cookies / LSO's and changed from using entro pay. All good for me now.

It will not disappear, I can vouch that this is a 70 to 100 occurrence, irrespective of whether a bank / card / virtual finance data is applied.

I am not saying this is an outbreak or widespread problem for us, but it certainly exists, whether intentional or not on PayPal's part.

It could also be the result (a theory only at this point) that they are running ongoing public record checks etc. on a new account, especially one selling on the eBay platform or even a cross reference of info with eBay's system since they are still linked like chalk and cheese.

Until we have a definitive answer, then for now, we have to predict it's simply our own doing due to a mistake somewhere in the stealth creation process, but the repetition of the exact same limitation + timing etc. would suggest otherwise to me.

I have managed to keep a PayPal opened long enough to rake in some cash recently, but it's still a risky, unpredictable and hostile situation with them.
