I would advise against making up a tracking number, it can end badly.
Either pay an extra £1 for signed-for delivery or message your buyers encouraging them to leave feedback.

The 21 days hold can be placed on at any moment for any reason as per paypal's and eBay's policies.
Your only option is to continue providing good service and to reduce the hold time by providing tracking - LEGIT tracking.
If you were already past those holds they should be gone again soon enough.

you know if you print your postage through paypal/ebay the system adds a tracking number to ebay automatically, for NON recorded items mailed, but if you check it, it obviously doesnt actually track.

| 21 day holds can come and go at any time. So if theres no holds now, doesn't mean its going to always be like that.
Here are a few things that will help reduce your 21 day holds down to about 5 days:
* Shipping item out on time.
* Submitting valid tracking information to eBay and PayPal.
* The buyer leaving a positive feedback.
After approximately 3 months of doing this, your holds should be removed. However, just because holds are removed doesn't mean your in the clear.
You are still subject to one off holds on certain transactions, such as: (This seems to be what has happened to you).
* Selling risky items.
* If you become dormant for a period of time.
* If your sales grow too quick.
* If you have a lot of disputes/cases filed against you.
* If a transaction is reported unauthorised.
The idea is simple - consistently keep everything in good shape, and you wont experience holds.

""We’ve placed the money for this transaction on hold because you're selling an item that may potentially cause dissatisfaction with customers. Providing no issues arise between you and the buyer the funds will be released in the morning of 9 Jul 2017.

You sold a bike? Are you sending it by courier? Or is the buyer collecting it?
If it is collection only I would strongly recommend not accepting Paypal, you will have no proof of postage or delivery and are welcoming item not received disputes.

Oh that's ok then. Just enter the DPD tracking into eBay.
I’ve heard of someone on here doing this before but I’m not sure if this works, once the tracking shows as delivered you could try going on live chat and see if they can release the payment manually.

Paypal is NOT regulated by anyone, and they can steal your funds any time they wish. Paypal is the only company in the U.S. that has a license to steal. They have been holding my $4000 and collecting interest on my money for 4 months now. And what's really crazy, is that they so greedy that it's not enough for them to just make 3% interest on your money, they don't feel like returning your money back to you, they are that greedy, I'm speaking first hand. PAYPAL is a Thief! If you use Paypal it's just a matter of time before they go under, and steal everyones money, then declare chapter 11. Which means they just screwed everyone. Bottom line Paypal is a corrupt company that steals money from innocent people.
