This is a brand new account? Just 1 cd, why would this be relevant to your acc? Have you given us all info, any other accounts in similar or same details? Could it be a link to prior accs.
Business or personal acc type?
Did you use an address that might have been used before by anyone else, did you just grab an address from phone Book?
What do you do? I would abandon account!

It's not eBay it's HMRC who asked eBay to restrict the account, maybe the address you used under interest of them

Assuming it's a legit email, just abandon the account.
It's obviously somehow linked to a bad account.

I highly doubt HMRC are involved unless you are already under investigation for serious offences.
The fact that the OP hasnt come online since posing the questions, shows it was either a PayPal/EBay spoof, or he knows exactly what he has been up to and why the account was linked to his naughty one.

I'm being very serious, based on other Threads posted about hmrc, they've managed to figure stealth accounts out is what I honestly reckon.

exactly, hmrc shouldnt have any problems with it unless your doing this to get around paying your tax dues.
But if this email is legit then i guess all us UK stealthers need to re assess how we go about things.
theres a document id at the bottom, anyone googled it got any results or anything.

What makes you think that IF this email is real that it has anything to do with stealth?!?!?!?
That is one huge assumption on your part.

The most likely scenario is OP has chosen an address, probably business acc type, that is of interest to her majesty....that's all...
OP does not say but assumption it is on messages, not email and not a spoof, this is backed up with mention of error pages if logged in according to OP...
if we see a ton more of these threads on the forum, then it is time to change our thinking....

if we see a ton more of these threads on the forum, then it is time to change our thinking.... | But what do you mean? An address that is of interest?
We've already learned some people are getting letters/ queries by Hmrc who don't operate eBay accounts, where some stealthers are using there address on an eBay account
I honestly think hmrc now know who's account is really who's through PayPal data.
Only time will tell it would be nice if op came back with more detail.
Can hmrc do this? Ask eBay to restrict an account?

Can hmrc do this? Ask eBay to restrict an account? | If you have seen a stealth address forumer that has posted a similar thread, please link it here for us to view...
the prior reports, as I understand it, were on the tv news as well, and this was a separate issue, this was probably main real accounts, getting looked at for undeclared income, and anyone can look up sales for any user on ebay not just hmrc, so no data needs to be given over, and hmrc or anyone can look up acc sales speculatively...
when I say address of interest, I mean maybe the OP took an address that is already being looked at for hmrc reasons....
can hmrc ask for acc to be restricted? I presume so, I would say they are more powerful than any Institution out there...
what you are thinking, is that paypal has given hmrc your bank acc, and then
hmrc can trace that back to you? I think that is not likely - but possible
