Has / does anyone make and have all limits lifted from Paypal (bank, debit card and ID submitted to lift recieving limits)?

Does it work?

Does it make a better eBay account to do this 1st?

always start paypal first. do NOT send ID in right away. wait until they ask for the ID.

Start with PayPal. Verify the PayPal. Or else you'll end up with a 0/0 limit eBay account.
