what your asking is if a is different from b because its only a number away. Its different bud. Paypals system is good but its not magical. If your ip changes all the time 100 of other people in your area will get that ip at some stage and you probably have to be more worried about what they done. That said paypal understand this, hence why IP isn't the be all and end all.

medway30 im sorry mate im not sure what you are asking . i do not edit my local ip address(192.168.1.1) to change the ip addres issued to me by my isp 89.38.200.54 (*(virgin media).
i edit the mac address on my router by 1 digit (FROM BD:F4:55:1B:C7:43 TO BD:F4:55:1B:C7:44)
I then save the changes on the router and then reboot the modem (a seperate unit to the router)
this 1 digit change to the mac address when seen by the modem gets a new ip from virgin 81.62.98.04.
who is your isp ?
So what you're basically saying is I could get away with 1 digit being different, but what if I was to log into a different account straight away after using the previous account with only 1 digit difference in the ip, would that bring up a flag?
I'm selling pretty much the same stuff on each account, listed differently i.e photo and description.

If you keep a log of your IPs, and your using mobile tethering for example, you'll see getting the next IP in line (i.e. 1 digit difference) is rare.
I wouldn't worry about it. If its different in any way, shouldn't be an issue.
