Ebay UK while in Canada

hello Im registering for a Ebay.uk account and I live abroad in Canada,
Im wondering if I could be given information regarding two issues\

I need to get a phone # for UK and I was wondering what is a good provider, I was going to just use wifi and get some VOIP or internet phone service Im going to use it through a VPN through it

Second does anyone know of any UK banks for non resisdents
