Yes but you risk linking the accounts. I have switched bank accounts between Paypal accounts in good standing with no problems, but would never do it with a previously suspended or limited account.

Is this the same as a debit card on the account?

What happened to your first paypal account? Why not apply a new bank account? it's pretty easy to open online these days.

Ask for a basic account.... most of the banks do them. As long as you can prove who you are and aren't an undischarged bankrupt you should have no problems.

Definately don't reuse the bank account if it was linked to a previously limited/suspended account!
